Violations, Payments, Appeals

The Parking Clerk, in conjunction with John Y. Brady, Inc. (“JYB”), Deputy Collector, maintains and records all parking violations, applies payments and late fees, reports overdue violations to the Massachusetts Registry of Motor Vehicles, issues registry releases, hears appeals and holds hearings.

Parking Violation Payment Procedure

Parking tickets may be paid in person at the Tax Collector’s office or by mail in the original ticket to the address listed on the ticket.

If your ticket is marked for non-renewal at the registry of motor vehicles you will want to visit the town’s Deputy Collector site, johnybrady.com, to process a payment in order to release the registry block.

Parking Ticket Appeal Process

In accordance with Massachusetts General Laws, chapter 90, section 20A1/2,  all parking violations must be paid or appealed within 21 days of issue. Any appeals received after 21 days will not be processed. Failure to pay or appeal your ticket within 21 days will result in additional fees and possible non-renewal of your license and/or registration at the registry of motor vehicles.

  1. A written appeal request for a formal hearing must be mailed or delivered in person at the Treasurer-Collector’s office located at the Hanover Town Hall. The written request must include a copy of the parking ticket, reasons for your appeal, and include any additional documentation including any evidence, diagrams, documentation, or pictures supporting the appeal. You will receive a hearing notice with a date/time to appear. Following the hearing, the Parking Clerk will render a decision in writing within 30 days.
  2. If you do not agree with the decision of the Parking Clerk, you may file a formal complaint with the superior court for a fee. To appeal the final judgment issued by the Parking Clerk, the appellant must contact the superior court clerk directly to request information on the appeal process and associated fees. Massachusetts General Laws, chapter 30 section 14(1).

During the appeal process, you will not be charged any late fees. If an appeal is approved, no payment will be required. If an appeal is denied, payment will be required by the due date specified in the decision letter issued by the Parking Clerk to avoid additional fees or registry non-renewal.

Payments

Parking violation payments may be returned by mail, in person, or by an authorized person to the Tax Collector's Office during regular business hours.
