Cottage/Cluster Zoning Committee

Subcommittee of the Planning Board

The Town was awarded a grant through the Executive Office of Energy and Environmental Affairs (EEA) for a Planning Assistance Grant.  The Town and the Planning Office will be working with the Metropolitan Area Planning Council (MAPC) through June 30, 2019, with the end goal to propose a draft Open Space Residential (OSRD)/Cluster Bylaw for Town Meeting.  The Group as a sub-committee of the Planning Board would present their draft bylaw proposal to the Planning Board who would then submit the Bylaw change to the Bylaw Review Committee for Town Meeting.  Town Counsel has stated the Planning Board has the power to appoint a sub-committee for a specific purpose which this grant would fall under. The committee plans meet again as Town Meeting approaches.

Mission Statement

The overall goal of the project is to amend the zoning bylaws of the Town of Hanover to promote preservation of open spaces while allowing for appropriate residential development by researching established OSRD bylaws and researching the needs of Hanover for Zoning that results in permanent land conservation and Smart Growth.
