Firearms Licensing

If you are looking to obtain a Massachusetts License to Carry Firearms (LTC) or a Firearms Identification Card (FID) you must complete the following steps:

Application Process

  1. Complete a License to Carry Firearms Application. Please ensure that you review, complete, and sign the application thoroughly.
  2. Complete an approved Basic Firearms Safety Course: Massachusetts Approved Basic Firearms Safety Courses (first-time applicants only).
  3. Pay the application fee (LTC/FID $100) at the Hanover Town Hall in the Treasurer/Collector’s Office. The application fee may also be paid using the Town of Hanover's Online Payment Portal. Renewal applicants over the age of 70 are exempt from paying the licensing fee.
  4. Submit your application in person or by mail. Applications may also be submitted on the state's firearm licensing portal. If submitting through the portal, make sure to sign and attach payment receipt, and safety certificate for new applicant.
  5. New applicants will be contacted at the phone number provided on their application to schedule fingerprinting and interviews. No in-person appointment is needed for renewals.
  6. All licenses will be mailed out ASAP when we receive them from the state.

New Applicants

You must take an approved Massachusetts Basic Firearms Safety Course before applying. You will receive a certificate of completion upon completing the course. You must present an original copy during this application processing phase.

Renewals

Renewal applicants are not required to retake an approved Massachusetts Basic Firearms Safety Course

Additional Information

  1. Applicants may be asked to present the names, addresses, and phone numbers of two (2) references.
  2. Applicants may be asked to provide evidence of residency.
    • Most recent utility bill listing the applicant’s name, such as electric, gas, cable, or landline phone.
    • Current lease or rental agreement with the signature of the owner/landlord and the tenant/resident. Leases/rental agreements that expire within 6 months (or are on a month-to-month basis) will require additional proof of long-term residency.

  3. Change of Address forms may now be submitted through the state's online portal.

Court Appearances

Please Note on Application Question #4: Have you ever appeared in any court as a defendant for any criminal offenses (excluding non-criminal traffic offenses)?

Appeared does not necessarily mean arrested. Appearances by an attorney on your behalf must be disclosed. Having been arrested and convicted of a crime does not necessarily prohibit you from getting an LTC or FID. However, failing to disclose this information may result in an application denial.

Ever appeared includes all adult and juvenile appearances. It does not matter if you were found guilty or if the charges were dismissed or continued without a finding. If you have a sealed record, please let us know. We will not accept “I forgot”, “They told me it would not show up”, or “That was so long ago” as responses. Remember, you are signing under the penalties of perjury. If you are untruthful, your application will be denied and you may face prosecution.
