The Animal Control Officer acts as the Dog Officer and implements and enforces the Dog Control Law and the Animal Control Law in accordance with the Town’s General Bylaw. The Animal Control Officer is annually appointed by the Board of Selectmen.

The Assessors must discover and list all taxable property, maintaining accurate ownership and property information. The Assessors Office updates and maintains the Assessors’ Maps of the Town.

The Department of Environmental Protection and the Department of Public Health give the local Board of Health the authority to enforce all state regulations, as they deem necessary, to ensure the best interest of the public health. The Health Department also Monitors health-related building issues, including septic systems.

The Board of Registrars is a four member Board. They oversee elections, the Town Census and voter registration.

The Board of Selectmen consists of the three members which are elected by the voters for a term of three years, such that one member’s term shall expire each year. One member serves annually as chairman for the coming year. Jointly, the Selectmen serve as Chief Executive of the Town. As Hanover’s principal elective officers, and in addition to their responsibilities under state and local law, the Board of Selectmen has general supervision over all matters that are not specifically delegated by law or by vote of the Town to some other officer or board.

The Hanover Building Department is responsible for administration and enforcement of the Massachusetts State Building Code, Electrical, Plumbing and Architectural Access Codes, the Hanover Zoning By-Law, Sign Bylaw and General By-Laws of the town. The Department issues permits to construct, demolish, repair, and maintain properties.

The Cemetery Supervisor is responsible for the day to day operations, maintenance and upkeep of the Town Cemeteries.

Conservation Commission

The Hanover Conservation Commission is the official agency charged with the protection of Hanover’s natural resources. Chief among the Commission’s responsibilities is the administration of the Massachusetts Wetlands Protection Act (M.G.L. Chapter 131 Sec. 40). Additionally, the Commission advises other Town boards and officials, as well as private individuals and groups, on issues that relate to its areas of jurisdiction.

The Department of Public Works is responsible for the care and maintenance of public roadways, sidewalks, drainage systems, shade trees, parks, grounds, recreation fields, athletic fields, the Town's Recycling and Trash Transfer Facility, and snow and ice control on all public roadways.

The Hanover Emergency Management office is charged with the responsibility to develop and implement comprehensive plans for use during natural disasters and major emergencies. Possible natural disasters could include hurricanes, floods, tornadoes, forest fires, winter storms and earthquakes. Any of these disasters might well include Hazardous Materials or Acts of Terrorism.

Hanover Visiting Nurses work hard to maintain and improve the health of the citizens of Hanover. They conduct programs and provide services that add to the comfort, health and quality of life to those who take part in their services. Their services are provided free to all citizens and are supported by private donations.

Municipal Finance Director / Town Accountant

The Municipal Finance Director is appointed by the Selectmen and reports to the Town Administrator. The Municipal Finance Director/Town Accountant performs complex administrative, supervisory, and professional work in managing the municipality's accounting and financial systems. Work includes planning, organizing and supervising the financial activities of the town, including the maintenance of revenue records, and the maintenance and control of expenditures and financial records pertaining to the town appropriations. The Finance Director/Town Accountant is responsible for the administration of the Employee Benefit ad Worker's Compensation Plans and the town's insurance program; and maintains and coordinates the town's data processing system. The Municipal Finance Director/Town Accountant advises the Town Administrator, Board of Selectmen, and Advisory Committee on financial matters; and coordinates the financial activities of the Town Accountant's, Board of Assessors, and Treasurer and Collector's offices.

The Parks and Recreation Committee is a five member Board appointed by the moderator. The Committee is responsible for the maintenance, improvement and scheduling of the Town’s recreation facilities. They also implement and manage the many recreation programs of the Town.

The Personnel Administrator handles employment issues for the Town including posting job openings and accepting applications. The Personnel Administrator is also responsible for ensuring compliance with various contracts and Mass General Laws.

The Hanover Planning Board is a five member elected Board which was established in May of 1930 under the provisions of Mass General Laws Chapter 41, Section 81A. The Planning Board studies the needs and resources of the Town, particularly those conditions affecting public safety and welfare related to land use and development. The Planning Board is the “custodian” of the Town’s Zoning Bylaws. Another large part of the Planning Board’s responsibility is to research and develop the Town’s Master Plan and ensures that any growth in the Town is consistent with that plan. The Planning Board is also responsible for the official Town map and Zoning map and the Town’s GIS Data System.

The Plymouth County Cooperative Extension System conducts research and educates people so they can improve the quality of life in the Commonwealth. Cooperative Extension educators, including volunteers, teach individuals and groups throughout the state to solve problems, develop capabilities and invest in the future. The System's areas of concern are agriculture, economic development, environmental quality, natural resource management, nutrition and food, 4-H youth development and family life. Plymouth County Mosquito Control Project

Plymouth county Mosquito Control Project works closely with the Massachusetts Department or Public Health (DPH) to monitor the spread of West Nile Virus and determine level of human risk. The Project runs traps for adult mosquitoes. The mosquitoes collected are sent to DPH and tested for West Nile Virus. The Project’s activities fall into six categories: Disease Monitoring; Breeding Site Identification; Site Reduction; Larviciding; Adulticiding and Education.

The Sealer of Weights and Measures is responsible for insuring that all scales, pumps and measuring devices for the purpose of buying and selling of goods are tested and, if necessary, sealed and adjusted.

The Town Administrator is the chief administrative and fiscal officer for the Town appointed by the Board of Selectmen. The duties of the Town Administrator cover the full range of administrative and fiscal responsibilities associated with the daily operation of a municipal corporation.

Among other things the Town Clerk issues Birth, Death Marriage and Business Certificates, and Dog, Fishing & Hunting Licenses. Hanover’s Town clerk is also a Passport Acceptance Facility and is the official Keeper of Records for the Town.

The Office of the Town Collector is responsible for the receipt, investment and disbursement of all Town funds.

The Treasurer's Office processes all other types of receipts, disburses all payroll and vendor payments and handles the collection of tax titles (tax liens). The Treasurer is also responsible for the issuance of all short and long term debt.

Under the supervision of the DPW the Tree Warden inspects trees on Town owned property and streets and approves removal or trimming of trees on scenic roads at an annual meeting.
