An Electricity Aggregation Program

HECThe Town of Hanover is developing a consumer-friendly electricity program, part of MassPowerChoice, called Hanover Energy Choice. The program is an electricity aggregation, which is a group electricity purchasing program for Hanover residents and businesses. Through Hanover Energy Choice, the Town will use its collective buying power to lock in long-term electricity supply prices that will not change seasonally. While Hanover Energy Choice will not be able to guarantee lower prices compared with National Grid’s Basic Service prices, the Town is committed to working toward providing prices that are competitive and stable.

When the program launches, electricity customers in Hanover will see a change in the price that is used to calculate the Supply Services portion of their National Grid electric bill, which is the part of the bill where we pay for the electricity we use. National Grid will continue to deliver electricity to Hanover and handle billing without interruption.

Public Review

Before launching the program, the Town must develop an Aggregation Plan and submit it to state regulators for review and approval. To ensure the public has an opportunity to be a part of developing this program, the Town is making its draft Aggregation Plan and associated documents available for review and comment before beginning that regulatory review process.

The draft Aggregation Plan for Hanover Energy Choice will be available for public review and comment from March 18th until April 17, 2024. Hanover residents and business owners are encouraged to review the plan and submit written comments.

Public Presentation and Next Steps

An overview of the draft Hanover Energy Choice Aggregation Plan will be presented during the Select Board meeting held on March 18, 2024, which begins at 6:30 PM. Information about participating can be found in the meeting agenda, which will be available on the Hanover Select Board web page.

Background

At the May 1, 2023, Annual Town Meeting, voters provided the Select Board authority to move municipal aggregation forward, the first necessary step of a multi-step process. The second step was for the Town to retain the services of a consultant/broker who will help Hanover develop a municipal aggregation plan, move the plan through the regulatory approval process, and provide support services once Hanover is enrolled in an aggregation agreement. MassPowerChoice was selected to provide Hanover with consultant/broker services.
