Old Colony Planning Council Traffic Data
Per the Town’s request, the Old Colony Planning Council has completed a traffic study assessing the effect of recent traffic control changes at the intersection of Hanover Street (Route 139) at Grove Street on area roadways. This traffic study was prepared through the Old Colony Metropolitan Planning Organization’s (MPO) Local Highway Technical Assistance program, under contract with the Massachusetts Department of Transportation (MassDOT).
Hanover Street is under the jurisdiction of the Massachusetts Department of Transportation, while Grove Street, Center Street, and Main Street are local roadways under the jurisdiction of the Town of Hanover.
Data collection occurred in September and October of 2022, and consisted of the following data sets:
24-Hour Automatic Traffic Recorder (ATR) Data (Volumes, Speeds, Vehicle Classifications)
- Hanover Street (Route 139), west of Grove Street
- Hanover Street (Route 139), east of Grove Street
- Grove Street, north of Route 139
- Grove Street, south of Route 139
- Center Street, south of Route 139
Weekday AM and PM Peak Hour Manual Turning Movement Counts
- Hanover Street (Route 139) at Grove Street
- Hanover Street (Route 139) at Center Street
- Hanover Street (Route 139) at Center Street / Town Hall Driveway
- Hanover Street (Route 139) at Main Street
- Center Street at Grove Street

Findings
Traffic volume on Grove Street has been substantially reduced as a result of the traffic control changes, while traffic increased on Center Street between Grove Street and Route 139 as a result of the restrictions. Otherwise, traffic conditions and intersection turning movement patterns are largely similar to 2019 conditions.
