Purpose of the Committee

The Town Manager Study Committee was initiated by the Board of Selectmen in July of 2008, to study a Town Manager/Board of Selectmen form of government. The Committee includes five members: two appointed by the Board of Selectmen, two appointed by the Town Moderator, and one appointed by the Board of Public Works. Upon completion of its study the Committee will produce a document to present to Town Meeting which lays out a Town Manager/Board of Selectmen form of government for the Town of Hanover.

Steps already taken to complete this task:

• Conducted meetings with the Board of Public Works, the Planning Board and Town Planner, Director of the Council on Aging, Conservation Commission, Board of Health, School Committee, Library Trustees, Police and Fire Chiefs, Board of Selectmen, Director of Finance, Personnel Administrator, Town Clerk, and Town Administrator
• Interviewed Town Managers from surrounding towns
• Discussions with members of the Massachusetts Municipal Association
• Reviewed documents from previous government study committees
• Analyzed and compared charters and data of those communities with a Town Manager form of government
• Sponsored a community-wide Public Hearing on December 10, 2008

Next Steps:

• Copies of the Town Manager proposal available at the John Curtis Library and Town Hall
• Continue to hold regular Open Meetings – next date March 10, 7:00 PM, Town Hall
• Public Informational Forum is scheduled at Town Hall, at 7:00 PM, on February 24, 2009
• The Town Manager proposal will de discussed at the Bylaw hearing on March 12
• Additional opportunities to learn about the proposal will be advertised
• Present the proposal to adopt a Town Manager form of government to the annual Town Meeting in May for consideration by voters
