About the Trust Fund Commissioners


 

The Trust Fund Commissioners are charged with overseeing the prudent investment of Trust Fund assets and proper disbursement of trust fund requests for payments. Our investment philosophy is to preserve principal in the first instance and secondarily to generate income from the prudent investment to support grants in concert with the underlying trust agreements.  The Trust Fund Commissioners responsibilities include:

  • Administration and management of all perpetual gifts donated to the town.

  • Interpretation of each fund's guiding instrument for its terms as to management and income distribution.

  • Reviewing and approving or denying requests for distribution from the funds.

  • Serving as resources for inquiries about individual funds and their purposes.

  • Preparing annual reports for the town's fiscal year annual report.

  • Working to raise additional funds.

  • Investment advice to the Treasurer concerning these funds.

 

Funds & Gifts Administered by the Trust Fund Commissioners

  • Route 53 – Route 53 Traffic and Engineering study.

  • Anniversary 300th – For the 300th anniversary.

  • Last Resort – Funding for activities of the Assistant Animal Contol Officer.

  • Rosswell Gardner – This money shall be used to benefit needy persons in Hanover.

  • Cemetery PPC – “Funds are from donations and each time someone is buried. The proceeds from sale of lots and plots in the Town Cemetery are applied to the improvement and maintenance of the cemetery and for the accumulation of the permanent care and improvement fund.”

  • Bandstand Concert – Fund/Gift Description.

  • Joseph Wilder – “Expend income annually for the purchase of flags and the placing of them on the graves of veterans of the Civil War in the cemeteries.”

  • Joan Frey – “All donations be applied to the Hanover Ambulance Fund.”

  • Bandstand Permanent – Fund/Gift Description.

  • Conservation Trust– Funds available for the Conservation Commission.

  • Mildred H. Ellis – This money can only be used for equipment or improvement of the Calvin J. Ellis Playground.

  • B. Everett Hall – Income to be used “ for the purpose of establishing and maintaining playgrounds for the children and public parks; also for providing a game preserve in order that we may bring the birds back as of yore.”

  • Playground Maintenance – Playground maintenance administered by the Parks and Recreation Commission.

  • Ahearn Scholarship – “For the purpose of assistance to worthy and needy graduates of Hanover High School.”

  • Florence Goss – School Prize of 15 dollars awarded every year by the High School Principal.

  • William Dowden – School Prize of 15 dollars awarded every year by the High School Principal.

  • Rita Jenkins – “To be used by the Music Department (Hanover High School) in awarding scholarships to deserving students of music.”

  • Hatfield / Salmond – Income to be used by the School Committee for repairs, upkeep and improvement of the Salmond School.

  • Alice Washburn –  “The recipient must be a member of the graduating class of Hanover High School who has been accepted for further education in a college, university or institution of advanced education.”

  • E.Q. Sylvester – “Income to be used to make repairs, upkeep and improvements of the Edmund Sylvester.

  • George Higginson – “The award is given to the student in the Music program who most clearly fits the criteria of someone who is willing to work in the best interests of the band or chorus”.

  • John Curtis – This fund is not administered by the Trust Fund Commissioners.  The John Curtis Fund is administered by the Library Trustees.

 

Current Trust Fund Commissioners


 

The three (3) member committee of Trust Fund Commissioners is appointed by the Board of Selectmen.  The Board of Selectmen appointed a three member board of Trust Fund Commissioner's on May 30, 2006. The appointments were from June 30, 2006 to June 20, 2007. The members that were appointed were as follows:
